MindTheGApps is a minimal GApps
package with no customization options. It provides everything required
to make use of Google systems and no more. OpenGApps provide a series of
highly customizable packages of varying flavours which you can read
about in detail on their wiki.
The MindTheGApps 8.1.0 is now not unavailable for download. It is supported on both Android 8.1 (Oreo) and Android 9.0 (Pie). Those who dabble with custom ROMs you must have observed how ROM developer always suggest using the GApps package they provide with their ROM. Unnecessary to say, compatibility is a big reason why they suggest to do so. Also, developers will not be able to sure a stable running of the ROM if users install different GApps packages instead of using the recommended package.
A package that hasn’t been tested by the android developer there can be issues occurring on using it. It may lead to crashing of Apps. Same is the case why OpenGApps are not suggested by Lineage android developers. Also, OpenGApps are more supportive of the device for which the ROM was originally intended. So, using OpenGApps on a custom ROM package (LineageOS in this case) may cause breaking of certain Apps.
Open GApps does not support the upcoming backup tool v2
in LineageOS as of now. Backup tool v2 is a new version of an already
existing tool in LineageOS that is useful for backup and restoring
/system add-on files.

Is it necessary to install GApps?
You do not need to re-install the Gapps package every time you update CyanogenMod. It will essentially backup your current ones and then re-install them during the flashing process. On the initial install of CyanogenMod ROM.
How to Install GAPP?
In your recovery, choose the Install option (Install on TWRP, Install
zip from sdcard in CWM) then browse to select the ZIP file. Next,
select the option to flash (Swipe to Confirm Flash in TWRP; simply
select in CWM), then wait as the Google Apps install on your device.
